A bulletin issued by Environment Canada at 8:36 a.m. stated that the eye of hurricane Earl was rapidly approaching the southern shore of Nova Scotia. Hurricane force winds and heavy downpours (25 mm or more) were possible.
A preliminary tour of Port Maitland, the Yarmouth Bar, Cape Forchu and Rockville before the peak of the storm found boats docked in relatively calm harbours, beaches pounded by surf, a flock of sheep grazing peacefully in a field, and surfers taking advantage of big curlers.

Flooding was reported on Water and Chestnut streets along with several downed trees and branches.
A power outage earlier in Woods Harbour was fixed shortly after 7:30 a.m. At 9:02 a.m. several other communities in the region reported a power outage. NS Power estimated restoration by 6 p.m.
